The Blog @ Homeland Security: The “If You See Something, Say Something” Campaign Hits the Links

The Department of Homeland Security launched a new partnership with the U.S. Golf Association to bring the “If You See Something, Say Something ™” public awareness campaign to the U.S. Open—an effort that will help ensure the safety and security of spectators, employees, volunteers, and athletes by identifying and reporting suspicious activity.

The “If You See Something, Say Something ™” campaign—originally implemented by New York City’s Metropolitan Transportation Authority and now licensed to DHS for a nationwide campaign—is a simple and effective program to engage the public and key frontline employees to identify and report indicators of terrorism and crime to the proper transportation and law enforcement authorities.

In preparation for the U.S. Open this weekend at Congressional Golf Course in Bethesda, MD, the Department conducted briefings for volunteers and security personnel on suspicious activity reporting. Also, posters are up in employee and volunteer areas directing them where to report suspicious activity.

DHS has recently launched “If You See Something, Say Something™” partnerships with organizations such as the National Collegiate Athletic Association (NCAA), the Massachusetts Bay Transportation Authority, the National Basketball Association (NBA) and the National Football League (NFL), Indianapolis 500 as well as in several states including Colorado, Minnesota and New Jersey, more than 9,000 federal buildings nationwide, Walmart, Mall of America, the American Hotel & Lodging Association, Amtrak, the Washington Metropolitan Area Transit Authority, the general aviation industry, and state and local fusion centers across the country.

In the coming months, DHS will continue to expand the “If You See Something, Say Something ™” campaign nationally to help America’s business, communities and citizens remain vigilant and play an active role in keeping the country safe. More information about the campaign is available on DHS.gov.

Metro Nashville Police Department continue to cover up crimes by failing to follow established code of conduct in lower income neighborhoods.

Some power hungry police officer demands to search my iPhone after he notices I am video taping the MNPD who took three hours to respond to multiple neighbors call 911 after witnessing multiple violent assaults against two women and one man on Monday evening.

I called 911 after two people approached my window threatening my life for being a "cracker Jew bitch" and threw a brick through my window where I was working on two projects about Cointelpro as a driving force behind the Occupy movement that is being funded by The American Nazi Party and the Lucis Trust.

I was interviewing someone who had been involved with Nazi medical experiments and how it effected his four children who suffer with a variety of neurological and psychological problems that are typical of victims of Mengele's subjects.

I had just received notification from the copyright office (USTPO) in Virginia that my submission was approved and was thrilled to learn that my publications would be protected under trademark and copyright laws since I received several take down notices that
my publications were being removed due to the sensitive nature (and my vast knowledge) about the true purpose of organized, controlled opposition as a driving force to escalate domestic unrest designed to incite violence justifying a Police State ushering in the New World Order.

A cop came running after me, demanded to see my cell phone and after running my license to check for warrants (which seemed extreme) and finding none, he wrote up an incident report for "suspicious behavior" for video taping a crime scene, then releases the suspect claiming there is not enough evidence???

Refuses to take witness statements; refuses to reveal name or badge number and another violent criminal continues to terrorize and assault three individuals within minutes of being released.

No evidence? Check the fucking surveillance cams just above the the scene of the crime.

Hell, check MY surveillance cam! I don't leave home without it!

In the wake of the recent LulzSec 50 day hacking spree that left many high profile companies and organizations scrambling, DHS announced on Monday June 27, 2011, "detailed guidance" on the top 25 software vulnerabilities. 

The "Common Weakness Enumeration" list was developed in collaboration among DHS, Mitre, and SANS as well as numerous other private sector organizations. 

In addition to the list, there is also a scoring system and risk analysis framework that can be used to prioritize risk mitigation activities.

Not surprising, SQL Injection flaws top the DHS list which is closely aligned with the vulnerabilities identified in the OWASP Top 10.

Common flaws between the two lists include injection, cross-site scripting (XSS), authentication flaws, and cross-site request forgery (CSRF).

While the generation of these lists is laudable, it is quite another thing for companies and organizations to actually continuously test their environments for these flaws and implement sound security controls.  

While there are the proverbial "low hanging fruit" types of fixes there are no quick fixes for changing corporate cultures. 

A clear example of this is Sony one of the most high profile victims of the LulzSec breaches.

Sony has 1,000 subsidiaries and employs approximately 168,000 people and for some unknown reason has never had a CISO function!

European Cybercrime 10 Years On - Why It’s Not Working

Recently at the 10th anniversary of the Budapest Convention against cybercrimeCecilia Malmström(Member of the European Commission responsible for Home Affairs) spoke of the need for Europe to “take stock of the new challenges, as the threat is very much a real one.”

The address then went on to mention that “much had been achieved” by the European Cyber Crime units, and proceeded to discuss items such as recent attacks against carbon trading systems, and a wider attack on EC email systems (which had also left Malmström without email on a recent trip to Cairo).

As we all know living in cyberspace and using the international highways of the internet for our daily business and leisure commutes, the threats are ever changing and as stated in the address “the number of cyber attacks in the world is on the rise, and the cost of cybercrime is skyrocketing.” (International Cybercrime markets are rumored to be worth anywhere from US $500billion to $1Trillion per annum) - lucrative business to say the least!

Another aspect which was highlighted (and one which I feel is often overlooked) was that of “EU institutions are far from immune” - something that I feel is often dismissed or paid little attention too (why should it be entirely up to the United States to deal with all international cybercrime?).

So much is made of the “cyber war” currently raging between the United States, China, Russia (and some of the other international superpowers); with little, to no attention being given to the European aspect and more importantly the EU impacts on international cybercrime.

The recent economic growths throughout Europe (bank bailouts aside), upgrades to infrastructure, communications, and internet speeds, coupled with the reduced costs of equipment required for cyber criminals to operate (or establish their operations), has greatly assisted these groups and cartels in their mission.

Now, introduce a “patchwork” European Cybercrime framework and laws to which 10 European (EU member states) countries have not yet agreed to, and or ratified, and you have a haven for cybercriminals and terrorists to exist (one would liken it to a Las Vegas environment during the prohibition; where drinking and gambling were allowed to operate without fear of capture or imprisonment).

Let me take a second to explain the relationship between the European Union member states, and those who are currently aligned and enforcing the EU’s Cyber Crime Pact.

At present twenty seven (27) member states make up the European Union, which includes Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxemborg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and the United Kingdom.

In order to become a member of the EU, you need to undertake the privileges and obligations that EU membership entails and abide by the relevant laws or pacts passed by the European Union (amongst numerous other obligations).

Right - time for facts and let’s take a look at how many of these twenty seven (27) member states have agreed and ratified the European Cyber Crime Pact (after 10 years!). Currently, ten (10) of twenty seven (27) countries have yet to ratify the European Cyber Crime Pact! Yes - you read that correctly, just under 40% of the EU member states have not signed up to the European Cyber Crime Pact. Pretty difficult to enforce and proceed with efforts when nearly 40% of your members have yet to outline their commitments!

In the address Cecilia Malmströmsaid she hoped (yes - that’s right, “hoped”) Belgium and the United Kingdom would sign up soon, which still leaves Austria, Czech Republic, Greece, Ireland, Luxembourg, Malta, Poland and Sweden as the countries who have yet to sign (for whatever reasons). Malmström then urged all of these countries to speed up their efforts.

With the upcoming formation of a European Computer Emergency Response Team (CERT) to be established by the end of May 2011 and the call for co-operation between the United States and the EU on Cybercrime, this might perhaps lessen (or possibly even increase!) the current work levels of Europol (the European Police) and InterPol (the world’s largest international police organization) in supporting member states in these areas.

In conclusion, Malmström said she was “open to ideas about the need for better training” which will include a European Cybercrime Centre by 2013 (talk about playing catch up to those cybercriminals who would have been operating for a number of years!). Malmström said there would be a feasibility study next year (2012) to decide what it should do and where it should be based.

In my opinion, the logical choice for this would be in Dublin, Ireland. I have witnessed some of the leading international efforts by the law enforcement bodies and Educational Institutes to deal and lead efforts on these fronts which include the UCD Centre for Cybersecurity and Cybercrime Investigation (which is currently Europe’s leading centre for research and education in cybersecurity, cybercrime and digital forensics). That is of course if Ireland would sign the European Cyber Crime Pact!

On a positive note: it is worth noting and applauding the efforts of ENISA (European Network and Information Security Agency) who are coordinating and assisting (where possible!) the local CERT teams within the member nations, and the efforts of EuroPol and InterPol to assist local law enforcement in these areas.

Finally, let’s take a look at Europe vs United States on Cybercrime legislation and enforcement; and how Europe can perhaps learn from our friends across the water.

Within the European Commission, Vice-President Kroes is responsible for cyber-security and Commissioner Malmström for tackling cyberccrime. Within the United States, the Department of Homeland Security, Department of Justice, Department of State, Department of Commerce and other federal entities collaborate to help strengthen cyber-security and fight cybercrime (a far more comprehensive viewpoint and coverage from our friends in the United States I feel, with a number of dedicated departments and entities responsible for this!).

The proposed efforts from Europe include the following:

  • expanding incident management response capabilities jointly and globally, through a cooperation programme culminating in a joint EU-US cyber-incident exercise by the end of 2011
  • a broad commitment to engage the private sector, sharing of good practices on collaboration with industry, and pursuing specific engagement on key issue areas such as fighting botnets, securing industrial control systems (such as water treatment and power generation), and enhancing the resilience and stability of the Internet
  • continuing EU/US cooperation to remove child pornography from the Internet, including through work with domain-name registrars and registries
  • advancing the Council of Europe Convention on Cybercrime, including a programme to expand accession by all EU Member States, and collaboration to assist states outside the region in meeting its standards and become parties.

Commissioner Malmström has emphasized that co-operation with the United States with vital to the fight against online crime (this goes without saying). On a personal note - I do perhaps feel that the United States has enough on its plate at the moment, and Europe simply cannot afford wait for the US to guide or assist us through all these steps. While lessons learnt from the US could be invaluable - I do feel Europe has to take the direct route, roll up their sleeves and ensure efforts for Cybercrime detection, prevention, and reduction happen sooner, rather than later.

Should Law Enforcement Use Cell Phone Data to Track Citizens?

Prompted by privacy concerns, U.S. Sen. Ron Wyden, D-Ore., is circulating draft legislation that would require law enforcement officials to obtain warrants before using data collected from mobile devices for tracking purposes.

If formally proposed as it’s now written, the bill would severely curtail the ability of police to use geolocation information acquired by wireless carriers. Such data is utilized frequently to pinpoint the whereabouts of criminals through items such as cell phones, global positioning systems and computers.

With technology advances outpacing existing law, individuals and telecommunication companies are wary about the legalities of sharing personal location data. But as Paul Wormeli, executive director emeritus at the Integrated Justice Information Systems Institute, explained Friday, March 25, Wyden’s bill could also have a chilling effect on officers worried about losing their jobs.

“The draft of the legislation starts from the premise that it is illegal to use any GPS tracking devices with certain exceptions, but those exceptions are not well thought through,” Wormeli said. “It doesn’t cover all the circumstances where an exception would be warranted.”

The law includes provisions that would allow usage of mobile data in the case of emergencies, national security concerns and other critical situations. But officials are concerned that making officers acquire a warrant to use geolocation information could cost lives.

“Law enforcement will say, ‘I don’t have time to get a warrant, so I guess we can’t do that,’” Wormeli said. “That puts the life of [a] victim in danger. There are consequences.”

Wormeli conceded that current law could be revised for clarity and strengthened regarding commercial use of location data. But he was steadfast that Wyden’s bill unduly restricts police from ensuring the public’s security.

“When it comes to public safety, we have a history in this country allowing the law enforcement agencies … to use whatever tools they need as long as they can show that it is a reasonable application of the tool,” Wormeli said. “I much rather see legislation that started from that whole notion of permission.”

At press time, Wyden’s office had not returned a call to Government Technology seeking comment.

As the heated partisan rhetoric regarding the future of government spending continues to dominate the political landscape on Capital Hill, agencies charged with protecting the nation's critical assets are on edge about the impact budget cuts could have on security.

Philip Reitinger, deputy undersecretary of the National Protection and Programs Directorate, expressed concern about possible cuts to cyber security funding in the face of mounting hazards to federal networks.

"Cuts in cybersecurity with the threat environment we face cause us some concern," Reitinger told GovInfoSecurity.com.

Reitinger stopped short of warning of a potential cyber security crisis, but indicated that the task of protecting sensitive information and systems should remain a priority where government spending is concerned.

"I don't want to tell you that the sky is falling; I come work every day and I get work done. But I'm telling you that the threat environment is significant, and it is not possible for anyone to stay completely secure. It's just too hard, even for the most concerned agencies or private-sector entities. And, if we believe as our president said that our networks are national security assets, we need to pay significant attention to that problem," Reitinger explained.

Reitinger gave assurances that the proposed funding for security operations were in President Obama's budget were well conceived, and took into account the need for a certain level of frugality where planning is concerned.

"The resources that we in government need are those the president asked for in his budget. We give a lot of thought to the resource requests, and as you can imagine, there is a fair amount of competition in government because there are a lot of missions that we need to accomplish. So we think very, very hard about how much to ask for and where to put," Reitinger said.

Projections estimate that federal IT security will jump nearly ten percent over the next few years, from $8.6 billion in 2010 to $13.3 billion in 2015.

With the well documented increase in advanced persistent threats, multiple instances of state supported cyber espionage, reports of critical SCADA system security deficiencies, and a surge in targeted attacks seeking to harvest the private sector's intellectual property, it seems that Congress would be wise to provide robust funding for national cyber security initiatives.

U.S. Government Seizes BitTorrent Search Engine Domain and More

Following on the heels of this week’s domain seizure of a large hiphop file-sharing links forum, it’s clear today that the U.S. Government has been very busy. Without any need for COICA, ICE has just seized the domain of a BitTorrent meta-search engine along with those belonging to other music linking sites and several others which appear to be connected to physical counterfeit goods.

While complex, it’s still possible for U.S. authorities and copyright groups to point at a fully-fledged BitTorrent site with a tracker and say “that’s an infringing site.” When one looks at a site which hosts torrents but operates no tracker, the finger pointing becomes quite a bit more difficult.

When a site has no tracker, carries no torrents, lists no copyright works unless someone searches for them and responds just like Google, accusing it of infringement becomes somewhat of a minefield – unless you’re ICE Homeland Security Investigations that is.

This morning, visitors to the Torrent-Finder.com site are greeted with an ominous graphic which indicates that ICE have seized the site’s domain.

“My domain has been seized without any previous complaint or notice from any court!” the exasperated owner of Torrent-Finder told TorrentFreak this morning.

“I firstly had DNS downtime. While I was contacting GoDaddy I noticed the DNS had changed. Godaddy had no idea what was going on and until now they do not understand the situation and they say it was totally from ICANN,” he explained.

Aside from the fact that domains are being seized seemingly at will, there is a very serious problem with the action against Torrent-Finder. Not only does the site not host or even link to any torrents whatsoever, it actually only returns searches through embedded iframes which display other sites that are not under the control of the Torrent-Finder owner.

Torrent-Finder remains operational through another URL, Torrent-Finder.info, so feel free to check it out for yourself. The layouts of the sites it searches are clearly visible in the results shown.

Yesterday we reported that the domain of hiphop site RapGodFathers had been seized and today we can reveal that they are not on their own. Two other music sites in the same field – OnSmash.com and DaJaz1.com – have fallen to the same fate. But ICE activities don’t end there.

Several other domains also appear to have been seized including 2009jerseys.com, nfljerseysupply.com, throwbackguy.com, cartoon77.com, lifetimereplicas.com, handbag9.com, handbagcom.com and dvdprostore.com.

All seized sites point to the same message.

Domain seizures coming under the much debated ‘censorship bill’ COICA? Who needs it?

Update: Below is an longer list of domains that were apparently seized. Most of the sites relate to counterfeit goods. We assume that the authorities had a proper warrant for these sites (as they had for RapGodFathers yesterday), but were unable to confirm this.

Update: A spokeswoman for ICE confirmed the seizures in the following statement. “ICE office of Homeland Security Investigations executed court-ordered seizure warrants against a number of domain names. As this is an ongoing investigation, there are no additional details available at this time.”

In the meantime websites are being removed left and right, wire tapping law and surveillance have been in effect long before any of you people realized.. and then you get all paranoid and shit? Please, GPS, RFID, every call click site and tracking cookies are kept in logs by the govt and we are being spoon fed bullshit by the mass media and… well if you don’t get it by now… then you probably don;t deserve to and never will. Not my job, not my fault.
